The thirteen-member Task Force on Sustainability is part of the city's strategic planning effort to identify and address the ways that climate change and rising energy prices will impact the government's operations, services, programs and policies. In conjunction with subcommittee members, citizens and city staff, the Task Force released this plan on March 13, 2009.

Under the goals of Climate Mitigation, Climate Adaptation, and Energy Security, the Task Force identified four guiding principles to move toward sustainability and improve efficiency and stewardship within City government. The principles are to:
- Build stewardship into all facets of local government
- Strengthen the connectivity of people, communities
- Lead with incentives and education before mandates
- Foster community resilience and socio-economic health
In harmony with these guiding principles, the Task Force also identified eight strategies to serve as the foundation for specific departmental policies designed to achieve the three goals.
- Improve continuously
- Emphasize renewable energy
- Promote clean mobility
- Enable optimal land use
- Conserve water everywhere
- Maximize energy efficiency
- Optimize operating practices
- Prepare through planning
